I have a number of smallish digital maps in .JPG format that I would like to
join up into one large map.

Photostitch won't do the trick as these .JPG files do not have any
overlapping area at all.

What's the easiest free (or cheap) program to do this with?

I can use RISC OS or windows or DOS software.

With the commandline tool 'convert' option +append you can make rows.
With 'convert' -append you can make column(s).

Use BAT files to ease things up.

example:
convert s0101.bmp s0102.bmp s0103.bmp +append r1.bmp
convert s0201.bmp s0202.bmp s0203.bmp +append r2.bmp
convert s0301.bmp s0302.bmp s0303.bmp +append r3.bmp
convert r1.bmp r2.bmp r3.bmp -append d.bmp

Why not export as a DrawFile or group them and export as a sprite. IIRC with
Select you might have a choice of export options.

Or why not arrange them in frames in Ovation or Impression and save or print
from there?

I don't think that's a viable option for 6 rows of 6 .JPGs of 2000x2500
pixels. But thanks anyway.

I have used image art to join them using the tiling option and the results
are very good. Now I must get map manager to process the result. It crashed
yesterday and I'm not sure when I shall get round to having another try.
It's weekend for most but my "working week" has just started.
